This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-261 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-08. The North American Industry Classification (NAICS) Code is 541380 and the business size standard is $16.5m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Zymo Research Corporation of Irvine, CA to provide Full-Service Bioinformatics Pipeline Analysis Service: Service to include: Methyl-MaxiSeq - Full-Service Bioinformatics Pipeline Analysis for quantity of twenty Human DNA samples: 1. Raw data alignment, methylation calling, and genome browser tracks (methylation tracks as well as read tracks) 2. Statistical comparisons including results tables listing the most differentially methylated cytosines along with the corresponding annotation of chromosomal locations, gene names, promoter regions, & CpG islands 3. Genomic region coverage charts 4. Genome-wide read coverage plots 5. Violin plots 6. Clustering heatmaps 7. Spike-in controls for data validation 8. New work/data will be used to compare and pool with previous results that Zymo and NIH has already from previous wok for ongoing project. This is an ongoing project that Zymo already has provided previous samples from last year. This project is to increase the total sample size. The previous data, relative to the 30 samples we already have, were provided by Zymo and were used for analysis by the NICHD bioinformatics group. Methylation analysis is a very sensitive method and different companies can use different reagents and/or different machines that will produce subtle, but important, differences, preventing the expansion of the sample size by joining the previously obtained data since the data will not be compatible. So, we cannot change the company at this point to ensure the proper integrity of all our data and be sure to be able to compare and pool all previous results with this new data. Changing the company, at this point, will prevent the correct interpretation in the ongoing experiment. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
