Functional Flight Check Program (FCF)

This contract pertains to the Functional Flight Check Program (FCF) supporting the U.S. Air Force Reserve 920th Rescue Wing at Patrick Space Force Base, Florida. The contractor is tasked with providing highly specialized aircrew services to conduct HH-60W helicopter Functional Check Flights (FCFs), Maintenance Flight Tests, Operational Check Flights (OCFs), Acceptance Test Profiles (ATPs), and related maintenance and troubleshooting operations. These services include aircraft engine rinses, ferrying aircraft between Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, and supporting worldwide deployments for the 301st Rescue Squadron (RQS). All activities must comply with relevant Department of Defense directives, Defense Contract Management Agency instructions, Federal Aviation Administration regulations, and technical orders, particularly DCMA Instruction 8210.1C, which governs contractor flight and ground operations procedures. The contract includes a base period of 12 months with four additional 12-month option years and an optional six-month extension. Contractor personnel must maintain appropriate security clearances (minimum Secret), be worldwide deployable, and meet specified medical and documentation requirements. Quality and performance are rigorously monitored through objective evaluation factors emphasizing flight service punctuality (95% on-time flights) and 100% timely delivery of documentation such as Letters of Identification, Monthly Contract Status Reports, trip reports, and meeting minutes. Financial penalties apply for missed flight sorties or late deliverables. The contract is anticipated to be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with strict adherence to compliance standards and performance thresholds. While no formal FAR clauses are included, various contract provisions address continuity of service, conflict of interest disclosure, physical security, and data rights. Deliverables become government property, and contractor labor reporting via the SAM portal is mandatory.
