The Texas City Independent School District (TCISD) is soliciting qualification proposals for fundraising items and services under solicitation number RFP 34-02S, with a response deadline of March 31, 2026, and an original award date of April 9, 2024. The solicitation emphasizes adherence to detailed specifications and forms, requiring proposers to review all General and Standard Terms and Conditions prior to submission. Submission is preferred electronically via the designated platform, though sealed hard copies are accepted if delivered on time to the TCISD Purchasing Department. The district reserves the right to accept or reject any or all proposals and to waive irregularities as it best suits its interests. Contact for this procurement is Brooke Lakner, Director of Purchasing. TCISD maintains a non-discrimination policy consistent with ADA provisions and supports accessibility accommodations upon timely request. The contract scope includes procurement of fundraising-related supplies and services conforming to the district’s specifications, with pricing required to be firm and all-inclusive of material, setup, imprinting, and delivery costs. The solicitation package mandates submission of several compliance and qualification documents, such as an Affidavit of Compliance, lists of subcontractors and references, and a Work Authorization Affidavit with E-Verify compliance. Performance and Payment Bonds are required if bids exceed $50,000, and prevailing wage laws apply for contracts exceeding $75,000. Although the solicitation lacks formal FAR contract clauses or standardized government contract references, it incorporates standard administrative requirements and performance conditions customary to public school district procurements. Evaluation criteria or award methodologies are not explicitly defined, and pricing details are not provided in the available documents. The place of performance is within Texas, aligned with TCISD’s geographic jurisdiction, and submissions must comply with specified deadlines and formats, rejecting faxed proposals. This procurement is characterized by clear procedural controls, standard legal and compliance prerequisites, and a flexible award process favoring the district’s best interest.
