Furnish and Deliver Mechanical Joint Fittings and Accessories

WSSC Water is soliciting bids to furnish and deliver Mechanical Joint (MJ) fittings and accessories for use in its underground water and sewer infrastructure across Montgomery and Prince George’s Counties, Maryland. The contract requires delivery of specific items including joint kits for 4-inch and 6-inch diameter pipes, short solid sleeves up to 42 inches, tee fittings, and flange accessory kits, all of which must meet strict material and coating standards such as ISO 8179 Type 1 for zinc coating, NSF 61 and NSF 372 for drinking water safety, and ANSI/AWWA C110 and C153 for lining. Each fitting must be arc-sprayed with zinc coating of at least 200 g/m², sealed with an NSF-approved asphaltic seal coat of minimum 3 MILS thickness, and clearly marked with manufacturer identification, “zinc-1” or “zinc,” and “arc” indicators. All products must be packaged in wooden boxes or plastic pails on 42”x42” four-way pallets, properly labeled with WSSC stock numbers and item descriptions in specified font sizes, and separated to protect coated surfaces. Delivery is required F.O.B. destination to Commission facilities under a one-year base term with up to four optional one-year renewals, and WSSC reserves the right to extend the contract by 90 days at its sole discretion. Award will be determined on a Lowest Price Technically Acceptable (LPTA) basis, requiring bidders to meet a minimum of 90 out of 125 points on 13 Good Faith Efforts indicators related to MBE and SLBE participation, with full credit granted only for complete and compliant documentation—including a summary sheet of all MBE/SLBE bids submitted, certification proof, and evidence of outreach and follow-up efforts. Failure to achieve the 90-point threshold disqualifies a bid regardless of price. Additional requirements include mandatory security clearance for access to plans, a designated Project Manager as the sole point of contact, background checks for all on-site personnel, and insurance coverage naming WSSC as an additional insured under CG 2010 and CG 2037 endorsements with waiver of subrogation.
