Furnish and Deliver Meter Housings

The Washington Suburban Sanitary Commission (WSSC) has issued Solicitation No. 115580 for the furnishing and delivery of polyethylene meter housings. These housings are critical infrastructure components designed to protect water meters from environmental conditions, groundwater infiltration, and soil movement within WSSC's nearly 1,000-square-mile service area in Montgomery and Prince George's Counties. The contract is structured as a Firm Fixed Price agreement with a one-year base term and four optional one-year extensions. The scope of work includes providing standardized high-density polyethylene (HDPE) housings in various diameters, specifically 22, 24, 30, and 36 inches, all of which must meet AASHTO H20 loading compliance and include UV stabilization. Bidders must be manufacturers or authorized distributors with at least three years of experience and must submit their proposals electronically through the WSSC eProcurement Portal by the deadline of September 1, 2026, at 2:00 PM. The award will be made based on the Lowest Price Technically Acceptable (LPTA) methodology, selecting the lowest-priced bidder that meets all technical and responsiveness requirements. Significant emphasis is placed on diversity and inclusion, featuring a 5% bid price preference for Small Local Business Enterprises (SLBE) and a structured Good Faith Effort (GFE) point system for Minority Business Enterprise (MBE) participation. Special requirements include mandatory security background investigations for personnel accessing sensitive project documentation, strict adherence to Maryland personal information protection laws, and a specific exclusion of the COVID-19 pandemic from Force Majeure relief. All deliveries are F.O.B. Destination to WSSC facilities, with a required delivery window of 30 calendar days following the issuance of a purchase order.
