The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to install advanced electric meters at the National Center for Cool and Cold Water Aquaculture (NCCCWA), Leetown, WV; Appalachian Fruit Research Station (AFRS) Kearneysville, WV and the Eastern Regional Research Center (ERRC), Wyndmoor, PA. The work includes, but is not limited to, electrical demolition and installation. The project includes a BASE Bid and (2) Bid Options. The base bid includes installation of one advanced electric meter at NCCCWA and two advanced electric meters at AFRS. Bid Option 1 includes installation of two advanced electric meters at ERRC. The Bid Options are pending availability of funding. This project must be completed within 60 days after receipt of notice to proceed. This solicitation is reserved as a Set-Aside for a HUBZone Small-Business in accordance with FAR 19.1305 and the USDA's the Small Business Competitiveness Demonstration Program (FAR 19.1007). The estimated cost of construction is between $25,000 and $100,000 for the base bid and one bid option. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the Solicitation. This Solicitation will be issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-35. Solicitation No. AG-3615-S-09-0012 is scheduled for uploading on or about August 24, 2009. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A PRE-BID SITE VISIT will be scheduled and information shall be provided in the solicitation package. This will be the only opportunity to visit the three different job sites prior to submission of bid. Offers will be due by 1:00 PM on September 24, 2009. The applicable NAICS is 238210, with a size standard of $14 million. Potential offeror's are required to provide the following mandatory information to establish a Contracting Officer's bidder's list: Company name, contact name, street mailing address, telephone and fax numbers. Also, please identify your business size (identify all that apply): Business Type: HUBZone Small Business, Small Business; Small Disadvantaged Business, Service Disabled Veteran Owned Small Business; Women-Owned Small Business. Requests to be included on the bidders list or to receive a copy of the bidder's mailing list must be faxed to the POC by referencing the solicitation number and the project title. The FBO's invited bidders list is for subcontractor's information only. If you want to be considered for this requirement, you must submit a faxed request as stated above. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest offer meeting all the evaluation criteria. Contractors are required to register or update their registration at the Central Contractor Registration website at http://www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
