The Future Aircrew Training (FAcT) Program has awarded a contract to SkyAlyne Inc.. As part of that contract, SkyAlyne will act as the System Implementor (SI) and the first 7 years of the Pre-Service Delivery will include the Implementation of the FAcT Training System. To support the Implementation work, a Contractor is required to act as liaison between the end-client, the FAcT Team, Key Stakeholders, and the SI.
Canada’s Defence Policy, Strong, Secured, Engaged (SSE) 2017 (now known as Our North, Strong and Free Defence Policy), initiative 53, directs that the Royal Canadian Air Force (RCAF) “acquire aircrew training systems”. The Future Aircrew Training (FAcT) program mandate is to develop and implement a new and cohesive training program that replaces the Canadian Armed Forces’ (CAF) existing Pilot, Air Combat Systems Officer (ACSO), and Airborne Electronic Sensor Operator (AES Op) training systems. The ability to generate sufficient numbers of ab initio aircrew, trained to Wing Standard, is fundamental to the employment of RCAF aerospace capability.
FAcT will deliver a transition to a relevant, flexible, responsive, and effective aircrew training system capable of producing sufficient New Wing Graduates (NWG) to meet future Defence Policy tasks. FAcT will exploit technological advances in aircrew training systems while maintaining control of aircrew training system’s standards and output. Supplied training includes the provision of contracted Qualified Flying Instructors (QFIs), courseware, aircraft, Ground based training systems (GBTS) and infrastructure. It also includes on-site support for training development and delivery, asset management activities, air traffic management for the duration of the services contract for the period of 20 years after Full Operational Capability (FOC).
FAcT will be implemented at three (3) locations currently supporting Aircrew Training:
1. 17 Wing Winnipeg;
2. 15 Wing Moose Jaw; and
3. Southport Aerospace Centre.
