The Terrestrial Layer System (TLS) solicitation involves a multi-phase acquisition process managed through the C5 Consortium under an Other Transaction Authority (OTA) agreement anticipated in the third quarter of FY 2020. Key activities include Industry Day #2 events held at Aberdeen Proving Ground, Maryland, where cleared industry representatives can review classified draft specifications in controlled reading rooms. Attendance is limited to two individuals per company for classified sessions, with separate reading rooms provided for TS/SCI and Secret-level cleared personnel. Industry participants are required to register in advance, submit necessary security documentation including CAGE codes, and comply with strict restrictions on note-taking, document handling, and electronic device use during sessions. The Government encourages industry collaboration and innovation in RF switch design, antennas, radios, and other TLS capabilities. The acquisition process includes the release of a draft Request for White Papers (RWP), submission of RWPs by early August 2019, and solicitation of technical demonstrations or bid samples by the end of October 2019. Access to classified reference materials is tightly controlled, with physical hardcopies distributed only to firms with appropriate SCIF facilities and clearances, and electronic copies are not provided. The Government emphasizes security and proper handling of classified information, including mailing procedures for notes and document copies post-Industry Day. The official RWP was released on July 12, 2019, with the final selection to be based on evaluation of white papers and technical demonstrations. Industry is invited to engage with the Government for questions or clarifications via a specified email. The overall goal is to secure innovative, integrated TLS prototype solutions through a competitive yet highly secured process, targeting both established and new industry partners capable of meeting stringent performance and security requirements.
