This pre-solicitation notice is to provide DRAFT topic area descriptions for the Broad Agency Announcement (BAA) under the Exploratory Research in Preventing Nuclear and Radiological Terrorism for the Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Domestic Nuclear Detection Office Acquisition Division (DNDOAD). OPO intends to release a solicitation for proposals under this solicitation that directly supports the DNDO mission. Also included is a Statement of Work template for research and development contracts. The BAA will be issued to private industry from the following types of organizations which could serve as the prime contractor: private industry, academic institutions, and non-profit organizations. Prohibited from serving as prime but encouraged to participate as sub-contractors for this BAA are National Laboratories, Federal Government Laboratories, Federally Funded Research and Development Centers (FFRDCs), Federal Government Activities, Federal Agencies, and Government-Sponsored University Affiliated Research Centers (UARCs). Questions or comments regarding the materials provided in this pre-solicitation notice should be directed to DNDOERP@hq.dhs.gov not later than 12:00pm Eastern on September 22, 2017. Responses will be posted no later than one week after this deadline. This pre-solicitation notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a contract based upon vendor responses to this announcement.
