Full Description

The Naval Air Systems Command (NAVAIR) intends to award an order under Basic Ordering Agreement (BOA) N00019-17-G-0003 to Kratos Unmanned Aerial Systems (KUAS), 5381 Raley Boulevard, Sacramento, CA 95838, on an other than full and open basis procuring supplies and services to support the Subsonic Aerial Target (SSAT) including, Contractor Logistics Support (CLS), In-Service Engineering (ISE) and Engineering Change Proposal (ECP) support for the BQM-177A System, including air vehicle, mission kits, Contractor Furnished Equipment (CFE), Government Furnished Equipment (GFE) and Peculiar Support Equipment (PSE). The planned order is anticipated to have a period of performance of June 2019 through November 2019. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements." KUAS is the sole designer, developer and manufacturer of the SSAT and is the only known qualified, responsible source with the requisite knowledge, experience and technical data required to meet the Government's requirement on a timely basis. Award to any other source would result in substantial duplication of costs not expected to be recovered through competition and unacceptable delays in qualifying a threat representative composite subsonic target, which would result in a failure to fulfill the Navy's requirement. All responsible sources may submit a capability statement which shall be considered by the agency.
