POSTING ADDITIONAL INFORMATION PLEASE INCLUDE IN RESPONSE FOR MARKET RESEARCH ON 4/15/2020 Request For Information (RFI) - MOTCO Dredging: 4-15-2020 The Military Ocean Terminal Concord (MOTCO) and US Army Corps of Engineers San Francisco District seeks information regarding effective equipment and efficient methods to screen dredge materials. MOTCO anticipates maintenance dredging of the navigation approach and berthing areas for their piers that requires separating various sized historic munitions and debris from the dredged sediment (material). The preferred dredging method shall be a mechanical clamshell dredge on a floating deck barge, with a clamshell bucket on the end of the crane boom. The clamshell bucket shall deposit dredged material onto a scow for transport. Dredged material shall pass through one or more screens with suitably-sized openings to remove munitions and debris prior to placement at a disposal site. MOTCO seeks information regarding effective equipment and efficient methods to further screen dredge materials passing through a - Grizzly Sifter down to - inch directly onto a scow for transport to a placement site. The dredge material shall be placed through a - Grizzly Sifter to remove any munitions 3 inches or larger UXOs on the scow. During operation, the - Grizzly Sifter must be a distance of 45 feet or greater from the crane operator, with the removal surface facing away from the operator. The operator must be protected by Plexiglas shielding of 4.48 inch thickness. The safe operational distance and Plexiglas shielding criteria are defined in the MOTCO Explosives Safety Submission. Removing the items 3 inch and larger will reduce the blast area to a distance a shielded excavator operator can handle the material. An unexploded ordnance (UXO) contractor shall be present on the dredge to identify the presence of UXO, and determine appropriate handling and disposal. The smallest munition item of concern to be screened is 20 mm. The dredge material shall be further screened down to - inch openings to exclude small munitions, historical artifacts, and debris from dredge materials for transport to the placement site. Water within the scow may be pumped as needed to rinse dredge materials through the screens for effective debris removal. Overflowing the scow is undesirable for water turbidity. A UXO team shall examine screened debris to remove any UXO's from other materials excluded by the screens and sort items into munitions, possible historical artifacts, or debris for appropriate processing and disposal. Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
