Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The FY25 and FY26 Advanced Digital Construction Management Systems (ADCMS) Competitive Grant Program, solicitation number FHWA-ADCM-26-001, is a funding opportunity provided by the Federal Highway Administration to incentivize the deployment and documentation of new technology in construction projects. Eligible applicants include State Departments of Transportation, including the District of Columbia and Puerto Rico, who may submit joint applications with local governments, Tribes, or private industry, provided a State DOT serves as the lead recipient. The program offers a total of up to 34 million dollars in cost-reimbursable grants, with individual awards ranging from 1 million to 5 million dollars. A mandatory minimum non-Federal cost share of 20 percent of total project costs is required for eligibility. The application window opens on August 17, 2026, and closes on September 16, 2026, with all submissions required via Grants.gov. Awards are subject to a multi-stage review process involving a Technical Review Team and a Senior Review Team, evaluating applicants on merit criteria, project readiness, and priority considerations. Key evaluation factors include the project's ability to support innovation, safety, economic competitiveness, and its impact on the American family. Selected recipients must comply with Buy America and Build America, Buy America requirements, undergo a risk assessment per 2 CFR 200.206, and address physical and cyber security risks prior to receiving funds. The period of performance is anticipated to be between one and four years, with recipients required to submit semi-annual progress and financial reports. Performance is measured by improvements in safety, cost, scheduling, workforce training, and right-of-way impacts.
