Contractor Shall provide a complete schedule to include: 1. Crack repairs. 2. Cutting and patching. 3. Seal coating and striping. All materials and construction of asphalt pavement for project shall be in accordance with the requirements and specifications of the current Washington State Dept. of Transportation (WSDOT) standard specifi cations for road, bridge and municipal construction, Publication Number M41.01.48 or CIHA Specifications, whichever is the higher standard. Contractor shall provide CIHA with Material Safety Data Sheets (MSDS) for all asphalt based products proposed to be used prior to commencement of construction. Contractor shall protect all catch basins, drainage features, hand hole covers, manhole covers and utility access points from all debris and materials used during the course of the project , Best Management Practices (BMP) shall be adhered to at all times. Contractor shall be required to provide CIHA with a comprehensive BMP plan prior to commencement of project. Contractor shall repair all damages caused to CIHA property at no cost to CIHA, by Contractors failure to follow BMP plan. Furnish Labor and Materials to: A. Crack Repairs : 1. Inspect existing pavement for conditions and defects that will adversely affect quality of work and which cannot be put into acceptable condition through normal preparatory work as specified (see attached site maps and Identified Areas, item number 6.). 2. Remove vegetation and all incompressible materials from cracks and joints by means of ho t compressed air lance. Any compressed air used for cleaning must be oil free. 3. Cracks and joints less than one quarter (¼) inch in width must be routed to a minimum one half (1/2) inch by one half (1/2) inch in shape. 4. Cracks may need to be prepared using specialized backing material after cleaning to maintain 1 to 1 depth to width profile. 5. Install heated sealant directly into cracks and joints not to exceed a one (1) inch wide band. 6. Control thickness to one -eight (1/8) inch above pavement. 7. Finished sealed cracks and joints will be uniformly level and all sunken areas will be refilled to achieve flush to one eight (1/8) inch concave surface appearance. 8. Schedule work to keep the public from work are area while sea lant is being installed and traffic should not be allowed to cross sealant filled cracks and joints for a period of fifteen (15) minutes or until sealant has cooled sufficiently to prevent tracking. 9. Clean up all debris from operations. 10. After the cracks have been sealed, they should be inspected to ensure the sealant is bonding to the pavement and that the cracks were not overfilled. Overfilled material can track onto the pavement surface and/or stick to pedestrians’ shoes. The sealant should also be inspected to ensure the proper sealant recess has been obtained. Sealants that have not been recessed may be pushed above the pavement surface as the pavement ex pands and become damaged by traffic. Cracks that have been under filled can have additional crack sealant applied. B. Cutting and Patching: 1. Saw cut the asphalt pavement along identified areas at each location (see attached site maps and Identi fied Areas , item numbers 1., 2., 3., 4., 5., 7., and 8.) 2. Make square or rectangular saw cuts. Make saw cut faces straight and vertical. 3. Remove asphalt , base course and subgrade to reach firm s upport. Top of compacted subgrade shall be twelve (12) inches below top of new asphalt. 4. Compact and moisture condition sub- grade and Crushed Surfacing Base Course (CSBC) to at least ninety -five (95) percent of maximum dry density (per ASTM International (ASTM) D 15 57. 5. Install eight (8) inches of CSBC. CSBC to be angular fractured rock with a maximum 1 ¼” size, install in two 4” lifts. 6. Tack coat vertical surfaces with ASTM D 2397 or D 3268 asphalt emulsion types SS -1 or SS- 1h. 7. Install new Hot Mix Asp halt (HMA) designed per current WSDOT standards, section 5.04, with maximum ½” aggregate size. 8. Install full depth asphalt in two (2) layers of two (2) inches. Compact the layers thoroughly with equipment suited for size of job. 9. Rout and seal around all patches with Hi -Spec rubber polymer Hot -Applied Sealants. 10. In no case shall the patch thickness be less than existing adjacent pavement. 11. C ontractor to cut and/or grind eight (8) steel pipes protruding from asphalt parking areas at Morningstar Apts. slightly below existing asphalt. Remove all debris and vegetation from void in pipe. Fill void with hydraulic cement to within two (2) inches from top of pipe. Install HMA in void flush with surrounding asphalt and seal with Hi -Spec rubber polymer Hot -Applied sealant. C. Sealcoating and Striping: 1. Remove all vegetation from any cracks and along the edge of asphalt sur face and apply a total vegetation control herbicide at specified label rates for control under asphalt surfaces. 2. Thoroughly clean asphalt with a high power blower with air speeds equal or exceeding 200mph and hand wire broom as necessary. 3. Prep any oil, gas or diesel spots with a suitable primer compatible with sealcoating product. 4. Seal cracks with a product that is suitable for crack size and also compatible with sealcoating product. 5. Sealcoat (two applications at a rate of 0.11 – 0.13 gallon/yd²) with a Coal Tar Pitch Emulsion (CTPE) sealer that meets or exceeds RP 355e and ASTM D5727 specifications and standards. Include CTPE sealer specifications. 6. Work must be accomplished between 7:00 a.m. – 5:00 p.m. Monday through Fri day. 7. Cleaning or maintenance performed on the job site of equipment used during the completion of any job must be done in a manner as to prevent runoff, and possible contamination of soil or drainage areas, waterways and estuaries. 8. Install striping in existing and new parking spaces with Hotline traffic marking paint white. 9. Stripe existing and new handicap spaces with universal symbol of accessibility, and ADA access ways with Hotline traffic paint blue. Following the ADA S tandards for Accessible Design (28 CFR Part 36). 10. Repaint existing lane indicator arrows and crosswalk with Hotline traffic marking paint white. 11. Repaint lines at basketball court s. D. General Conditions: 1. Although Coal Tar P itch Emulsion is specified in the above scope of work, sealcoating products of comparable quality and durability without the toxicity of CTPE products may be acceptable for this job quote. Please specify this product change in your quote. 2. Contractor will be responsible for visiting site to determine preparation, materials, labor, and equipment required for completing quotation document. 3. Contractor will be responsible for the safety of the public and vehicles while performing work. 4. Contractor will be responsible for maintaining an entrance and exit way for the public, while allowing the proper cure time for the CTPE. 5. Contractor will be responsible for closing off parking lot and directing traffic into the overflow parking. 6. Contractor will be responsible for keeping work area safe and secure from the general public. 7. Contractor shall be responsible for damage to all utilities and manmade structures, when caused by Contractor, their employees or Sub- Contractor. 8. Owner (CIHA) reserves the right to stop or reschedule work due to conditions on- site. 9. Contractor shall follow all applicable City, County, State and Federal codes and regulations, as well as proper safety requirements. E. Cleanup and Disposal: 1. Contractor to clean up and dispose of all construction debris and trash daily per approved CCT Disposal Plan. FY26 -40:
