The 700th Contracting Squadron plans to award a Firm Fixed Price purchase order on a sole source basis to General Dynamics Mission Systems, Inc. for SATCOM Base Stations and associated technical support. This contract, anticipated to be awarded by March 17, 2026, is a follow-on acquisition intended to continue support and upgrades for specialized equipment currently in use by the 603 Air Operations Center. The SATCOM Base Station (P/N: SBS-112) integrates with existing HOOK 2 PRC-112G survival radios, and the upgrades must be performed by the original equipment manufacturer to maintain compatibility with the proprietary systems already in place. Awarding the contract to any other source would lead to significant additional costs and unacceptable delays due to the need to replace hardware and revalidate system compatibility. This is not a competitive solicitation; however, interested parties may submit capability statements by March 13, 2026, to demonstrate their ability to fulfill the requirement. The contracting officer will evaluate any responses and decide whether to proceed competitively or maintain the sole source award to General Dynamics Mission Systems, Inc., which is deemed the only responsible source capable of meeting the government's needs. The procurement falls under NAICS code 334220 and will be performed at Ramstein Air Base, with the Department of Defense overseeing the contracting process.

SOLICITATON NOTICE: The 700th Contracting Squadron (700 CONS) intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to General Dynamics Mission Systems, Inc. (GDMS);  (Unique Entity ID: S4ZAF64LJ1G3). This intended contract will cover GDMS-brand SATCOM Base Stations & Technical Support. The anticipated award date is 17 March 2026.

Pursuant to FAR Overhaul 6.103-1(c)(2)(ii), this requirement is a follow-on acquisition for the continued support and upgrade of highly specialized equipment currently fielded by the 603 AOC. The SATCOM Base Station (P/N: SBS-112) is already integrated with existing HOOK 2 PRC-112G survival radios in use by the Government. The required upgrade and technical assistance must be performed by the OEM to ensure compatibility with existing hardware, software, and proprietary system interfaces. Award to any source other than General Dynamics Mission Systems, Inc. would result in substantial duplication of cost to the Government due to the need to replace existing equipment and revalidate system compatibility. Additionally, transitioning to another source would cause unacceptable delays in meeting operational requirements. Accordingly, General Dynamics Mission Systems, Inc. is the only responsible source capable of fulfilling this requirement.

This notice is not a request for competitive quotes. However interested parties may submit a capability statement upon the referenced deadline within the attached solicitation (FA561326Q0009) demonstrating their ability to perform the requirement described herein. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source action. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the 700 CONS will proceed with the sole source award to GDMS.
