FY26 Baker Auditorium AV Upgrade and Expansion

The 42d Contracting Squadron is conducting market research under solicitation FA330023FTS26I to identify qualified vendors capable of delivering a complete turnkey audio-visual system upgrade for Baker Auditorium and expansion into the adjacent Heritage Room at Cairns Army Airfield, Fort Rucker, Alabama. The project requires the removal of outdated proprietary equipment and the installation of a modern, non-proprietary AV system featuring multi-zone audio/video management, secure briefing isolation, and seamless integration with Unified Communications platforms such as MS Teams. The system must include a 4K+ 5,000-lumen short-throw laser projector, motorized screen, in-ceiling speakers, wireless microphones with networked charging, a PTZ camera with AI auto-tracking, a Q-SYS or equivalent control system, and USB AV bridging for streaming. All equipment must be new, commercial-grade, and fully compliant with NDAA Section 889, excluding products from Huawei, ZTE, Hikvision, Dahua, and Hytera. The contractor is responsible for engineering, de-installation, installation, integration, and documentation, with all work performed in accordance with the National Electrical Code, Unified Facilities Criteria, and AVIXA/INFOCOMM standards. Cabling must be shielded CAT6A, plenum-rated, and clearly labeled at both ends. A comprehensive System Hand-Off Package is mandatory, including as-built diagrams, equipment inventory with serial numbers and MAC addresses, full system credentials, uncompiled control system source files, and customized quick-start guides for end users. The contractor must also provide two hours of on-site training to squadron personnel and restore any damage caused during installation. Work is restricted to standard business hours Monday through Friday unless approved seven days in advance, and all electrical work must be performed by a licensed electrician. The period of performance is 90 days after receipt of order, with delivery and performance taking place at Building 30137 at Fort Rucker. The Government requires perpetual software licensing, prohibits subscription-based controls, and mandates full ownership of all system components. No contract will be awarded based on this sources-sought notice, as it is purely for market research to inform future procurement, with response deadline set for May 13, 2026.
