AI Contract Overview
The solicitation for mold removal and remediation services at Civil Air Patrol facilities in Montgomery, Alabama, under solicitation number F2XTA96107AW01, was canceled effective May 5, 2026, with no award to be made. The requirement, issued as a combined synopsis and solicitation under the Revolutionary Federal Acquisition Regulation Overhaul and Revolutionary Defense Federal Acquisition Regulation Supplement, was structured as a 100% small business set-aside under NAICS code 562910, with a size standard of $25 million in annual receipts. Offerors were required to be active in SAM.gov, provide a valid Unique Entity Identifier and CAGE code, and submit proposals exclusively via email to the designated contracting personnel. The scope originally included mold remediation at two buildings—Building 848 and Building 714—but Amendment 0001 removed Building 714 from the performance location. The contract type was firm-fixed price, with evaluation based on a Lowest Price Technically Acceptable approach, where technical acceptability—determined by compliance with the Statement of Work, including a detailed remediation plan and certified personnel—was a mandatory pass/fail threshold, and price alone decided the award among qualified offers. A mandatory site visit was held on April 24, 2026, with strict attendance requirements including advance submission of participant details, valid identification, and proof of insurance. The submission deadline was extended to May 6, 2026, but no offers were ultimately evaluated due to cancellation. All proposals were required to include evidence of SAM registration, tax identification, and compliance with representations and certifications, while no packaging, preservation, or labeling requirements applied as the work involved services, not physical deliveries. The government retained the right to cancel the solicitation at any time without obligation to offerors, and payment processing, should a contract have been issued, would have been handled through the contracting office at Maxwell Air Force Base with likely use of WAWF for invoicing.
