This solicitation, FA500026Q0033, seeks to establish an indefinite-delivery, indefinite-quantity (IDIQ) contract for asphalt emulsion and sealcoat products to support pavement maintenance at Joint Base Elmendorf-Richardson, Alaska, over a five-year ordering period from June 1, 2026, through May 31, 2031. The requirement is for brand name products GSB-78 and GSB-88, with CSS-1 cationic slow-setting asphalt requiring specific minimum temperature standards upon delivery due to JBER’s lack of continuous storage and heating infrastructure. All products must comply with AASHTO M-208 and applicable Alaska environmental regulations, and are to be delivered directly to the destination at JBER where government personnel will inspect and accept them. The contract follows commercial item procedures under FAR Part 12, with pricing structured as fixed price with economic price adjustment, and orders limited to no more than $70,000 per single item or $250,000 per combination, with no cap on the number of orders issued. The solicitation emphasizes a lowest price technically acceptable award approach, where technical acceptability is evaluated on a pass/fail basis and must include full compliance with all specifications, standards, and documentation, while price realism is analyzed to prevent unreasonably low bids. Offerors must submit proposals in three parts: a complete price schedule, technical literature detailing product composition and compliance, and three relevant past performance references within the last three years, with evaluation based primarily on price, followed by technical acceptability and past performance as secondary factors. The contractor must meet all mandatory representations and certifications under FAR and DFARS, including compliance with prohibitions on inverted corporations, forced labor, and acquisition from designated foreign regions, and must adhere to specific security and access protocols for personnel requiring installation access, including obtaining vehicle passes and enrolling in the Emergency Mass Notification System. Invoicing is mandatory through Wide Area WorkFlow, and all subcontractors must be flow-down compliant with applicable clauses including labor, cybersecurity, and debarment protections. No packaging, preservation, or labeling standards beyond commercial practice are specified, and the contract does not include socioeconomic set-asides, size certifications, or key personnel requirements. The contracting officer, Christina Shorkey, serves as the primary point of contact, and all submissions must be made electronically through SAM.gov by the deadline of May 22, 2

This solicitation is for commercial products prepared IAW RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the second time this requirement has been solicited. The Government needed to refine the SOW and revise the evaluation criteria to better align with a best value approach.

The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER, AK. The anticipated ordering period is 1 June 2026 through 31 May 2031. This requirement includes a brand name purchase for both GSB-78 and GSB-88 (ref: Brand Name Justification). These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous basis, apart from the small volume contained in the HAZMAT Gov tanker.

Please reference page 19-20 of the solicitation document (FA500026Q0033) for further instructions to offerors and evaluation criteria.
