The contract is an indefinite-delivery, indefinite-quantity (IDIQ) solicitation issued by the 773rd Civil Engineer Squadron for the procurement of asphalt emulsion and sealcoat products, specifically for facility and roadway projects at Joint Base Elmendorf-Richardson (JBER) in Alaska. The ordering period extends from June 1, 2026, through May 31, 2031. This is the second solicitation of this requirement, reflecting refinements made to the statement of work and evaluation criteria to better support a best value approach. The contract includes a brand name purchase for GSB-78 and GSB-88 asphalt emulsions, which must be supplied mixed, stored in specialized containers, and used immediately upon delivery due to their handling and performance characteristics. Additionally, the CSS-1 product must be delivered at a minimum temperature to ensure proper flow and application; JBER lacks facilities for product storage or heating beyond what is contained in a small government tanker. The solicitation is managed under NAICS code 324121 and issued by the Department of Defense, specifically the 673rd Construction Logistics office located in Alaska. Interested offerors should review solicitation document FA500026Q0033 for detailed instructions and evaluation criteria, particularly on pages 19-20. The primary point of contact for all inquiries is Christina Shorkey, with a secondary contact available as well. No set-aside provisions apply to this procurement, and responses are due by May 22, 2026. The contract aims to streamline procurement logistics by establishing a flexible ordering mechanism appropriate for fluctuating needs over the five-year period.

This solicitation is for commercial products prepared IAW RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the second time this requirement has been solicited. The Government needed to refine the SOW and revise the evaluation criteria to better align with a best value approach.

The 773rd CES requires a commodities indefinite-delivery, indefinite-quantity (IDIQ) contract for streamlined procurement of asphalt emulsion and seal coat products to complete facility and roadway projects on JBER, AK. The anticipated ordering period is 1 June 2026 through 31 May 2031. This requirement includes a brand name purchase for both GSB-78 and GSB-88 (ref: Brand Name Justification). These products can not be ordered and shipped, as they are mixed, kept in specialized containers and used immediately when needed. Furthermore, the CSS-1 product has to be a minimum temperature when acquired by 773 CES so the product flows and sprays properly. JBER does not currently have the means or capacity to store and heat any products on a continuous basis, apart from the small volume contained in the HAZMAT Gov tanker.

Please reference page 19-20 of the solicitation document (FA500026Q0033) for further instructions to offerors and evaluation criteria.
