THIS IS A NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a single source contract pursuant to Revolutionary FAR Overhaul (RFO) 12.102(a): For purchases not exceeding the simplified acquisition threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The Government intends to solicit and negotiate with a single source under the authority of RFO 12.102(a). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is A061401.


The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Base + 4 Option Years to Egan Brothers, Inc.  The required Period of Performance start date is 01 Oct 2026. Currently, Egan Brothers is the only company with the infrastructure to provide JB CHS-WS with the capabilities requested. Egan Brothers previously installed, maintained, and presently owns the fiber lines from Joint Base Charleston Air Base (JB CHS - AB), SC to Joint Base Charleston, Naval Weapons Station (JB CHS – NWS), SC. Additionally, the existing leased fiber requires a maintenance contract which can only be performed by the fiber owner. Egan Brothers, Inc. is in the only responsible source and no other supplies or services will satisfy agency requirements, therefore is the only vendor for the required services expected to be licensed to serve JB CHS in the near future. 


This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
