The purpose of this amendment is to:


1) Incorporate Attachment 07 - Questions and Answers as a result of questions received by 27 May 2026 in response to this solicitation.

The contractor shall provide all labor, materials, consumables, equipment, transportation, and any other items and services necessary to perform full preventative maintenance inspection and repairs on the Giant Voice Mass Notification System (GVS) in operation at Joint Base Charleston (JB CHS), South Carolina – Air Base (AB) and Naval Weapons Station (NWS), ensuring full operational capability in accordance with all applicable laws, regulations, commercial practices, and manufacturer’s specifications as described in the Performance Work Statement (PWS) (Atch 01).


The services rendered shall include two (2) scheduled semi-annual Preventive Maintenance Inspections (PMI) of all systems associated with the JB CHS GVS. The contractor shall also perform service calls/repairs to include parts and labor. The contractor must utilize SiRcom-certified technicians and maintain active SiRcom Value-Add Reseller (VAR) status. Technicians are required to have extensive knowledge of, certified, or otherwise authorized to service/install SiRcom equipment to include any auxiliary components. The contractor shall have necessary equipment and knowledge to program and maintain Motorola APX 8500 radios and Motorola GTR 8000 repeaters.


Contractor personnel shall hold a valid U.S. security clearance of Tier 1, Tier 3, or Tier 5 with favorable determination. Offerors must submit a completed copy of the DD 254 (Atch 02) upon submission of quote.


A non-mandatory site visit will be held at Joint Base Charleston, SC at 1000 AM EDT on Tuesday, 26 May 2026. All prospective offerors interested in attending the site visit shall submit a completed Base Access Form 111 (Atch 03) and a copy of a Real ID (front and back) for each contractor personnel to Madison Nerenberg, Contract Specialist, at madison.nerenberg@us.af.mil and Taylor McDaniel, Contracting Officer, at taylor.mcdaniel.1@us.af.mil by Wednesday, 20 May 2026 at 1200 PM EDT if they plan to attend.
