The Texas Juvenile Justice Department is soliciting bids for the delivery and installation of a modular office building for the Office of the Inspector General in Gainesville, Texas, under solicitation number FY26_GNS_OIG_Building. The scope includes a single 72x56 modular structure with site preparation involving block and level services, installation of a 256 square foot ADA-compliant pressure-treated wood ramp, Smart Panel wood fiber board skirting, and three awnings totaling 135 square feet. The building must include EPDM .045 white roofing, VCT 1/8” flooring throughout, and two ADA-compliant restrooms, all constructed in accordance with detailed specifications provided in the attached documents. Bids must be submitted electronically by July 14, 2026, and must remain firm for 120 days post-deadline. Pricing is to be submitted per line item with freight-on-board destination, freight prepaid and allowed, and all costs—including labor, materials, delivery, and compliance—must be fully inclusive. The contract will be awarded on a best value basis considering statutory factors and state preferences, with TJJD retaining the right to select the most advantageous combination of line items or total pricing. Successful respondents will serve as independent contractors, and the contract is contingent on continued legislative appropriations. All work must be performed in compliance with federal and state regulations, including the Americans with Disabilities Act, Occupational Safety and Health Law, Immigration and Nationality Act, and various Texas statutory requirements such as prohibitions against human trafficking, boycotts of Israel or energy companies, and restrictions on business with Iran, Sudan, or foreign terrorist organizations. Respondents must certify they are not majority-owned or controlled by entities in China, Iran, North Korea, or Russia, and must disclose any use of artificial intelligence systems in deliverables. Insurance requirements include commercial general liability and workers’ compensation coverage, with proof submitted to TJJD as certificate holder. The state auditor has unrestricted audit rights, and the contractor must indemnify TJJD for any losses arising from noncompliance. Deliveries are restricted to Monday–Friday, 8 a.m.–5 p.m., and time is of the essence, with strict enforcement of deadlines. Failure to comply with any requirement may lead to rejection, withholding of payment, or contract termination. Payment requires a valid Federal Employer Identification Number, and all shipments must be properly marked with the agency purchase order number and accompanied by a packing slip and applicable MSDS documentation.
