The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Houston Ship Channel, Texas Bayport Flare Hopper Dredging in Chambers and Galveston County, Texas. Full and Open Competition.
THE WORK CONSISTS OF:
1. Schedule 1 – Project is for Hopper Dredging of the Bayport Flare, Houston Ship Channel, Ocean Dredged Material Disposal Site (ODMDS_ Monitory Surveys, Sea Turtle Protection for Bayport Flare, and Sea Turtle Trawling and Relocation (Schedule 1 and Option 1). Schedule 1 includes dredging of approximately 658,000 cubic yards (CY) of Section 1 Bayport Flare, 645,000 CY of Section 2 Bayport Flare, and 430,000 CY of the Houston Ship Channel. Option 1 is for mobilization and demobilization Sea Turtle Trawler and about 30 days for Sea Turtle Trawling and Relocation.
2. Contractor should be familiar with the traffic conditions of the Houston Ship Channel and have experience as a prime contractor for hopper dredging deep draft navigation channels. Contractor should be able to demonstrate experience producing at least 20,000 CY per day utilizing a hopper trailing suction dredge on a deep draft navigation dredging job.
3. Completion Time for Schedule No. 1 for this project is estimated at 69 calendar days after receipt of the Notice to Proceed. There will be no additional calendar days added to the period of performance if the option is exercised. The Government may exercise this Option by written notice to the Contractor prior to completion of all authorized work. the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted.
4. The solicitation issued will be a firm-fixed price contract award. Estimated magnitude for this effort is estimated between $25,000,000.00 - $100,000,000.00.
5. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed.
6. Furnish pre-award documents within 2 working days after Bid Opening.
Prior Government contract work is not required for submitting a response to the solicitation.
The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of
funds. The Solicitation is a FULL AND OPEN COMPETITION. The Solicitation will be issued on or
about SEPTEMBER 2026. Response date on or about OCTOBER 2026.
The North American Industrial Classification System (NAICS) Code applicable to this project is
237990. The Small Business Size Standard is $37 Million for Dredging and Surface Cleanup
Activities.
