The Government requires Protective Coating (PC) services at Scott Air Force Base (AFB), Illinois. This is a follow-on
requirement to the 2 current PC Blanket Purchase Agreements (BPAs), FA440723A0002 and FA440723A0001.


The required services consists of furnishing all labor, materials, vehicles, equipment, tools, supervision, and administration required to perform protective coating maintenance as described in the Statement of Work (SOW) (except Government-Furnished materials) for the execution of painting and application of protective coatings; pavement markings applicable to existing roads, existing parking lots at Scott AFB, IL.


In accordance with (IAW) the SOW, the tasks are general building and pavement coatings. The requirements are not military unique. The required services are commercial services and will use Simplified Acquisition Procedures (BPAs) to satisfy this requirement as defined in RFO 2.101 Definitions - Commercial Services (2).


There are several regulations and industry standards that must be adhered too. Hazardous waste disposal must be completed IAW local, state, and federal standards. Disposals must also be coordinated with 375th CES (Environmental). Finally, all work shall be completed IAW OSHA 29 CFR 1910, OSHA 29 CFR 1926, and applicable AFOSH Standards.


1. This is a Request for Pricing Quote completed in accordance with (IAW) Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12-201-1 Simplified Procedures and RFO 12-201-1(e)(3) Blanket Purchase Agreements utilizing Sam.gov NAICS code 238320 and PSC Z1JZ.



2. The Government intends to enter into a multiple-award Blanket Purchase Agreement (BPA) for Total Small Business IAW RFO 12-201-1(e)(3) Blanket Purchase Agreements and RFO 19.104-1 Total Small Business Set-Asides.


3. The selection for award of this BPA will be made if the offeror is deemed responsible IAW RFO Part 9, as supplemented, and the pricing is deemed to represent best value to the Government. Additionally, RFO 52.212-4, Contract Terms and Conditions Commercial Items apply to this acquisition.


4. Please fill out all of the attached pricing sheet that has been included with this cover letter by 8 July 2026 @ 1300 CST. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC).


a. Offer Acceptance Period: All offers shall contain a period of validity. Any offer that expires prior to 30 September 2026 shall be rejected and not considered for award.


5. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI), IAW RFO 9.5, as supplemented. Organizational Conflict of Interest mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying RFQ FA440723Q0001, FY26 Protective Coating BPA the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.


6. Requests for Information (RFI): Requests for information (RFI) or clarification of RFQ documents shall be submitted in writing to the point of contact listed above. The request shall address the rationale and justification for obtaining such information in terms of how the clarification or discrepancy affects development of the proposal in terms of price, or performance. Additionally, the request should provide the applicable citations (sections, page numbers, and paragraphs) in the RFQ documents where there exists a discrepancy or which requires clarification. Such requests may not receive a response if received after 8 June 2026 @ 1:00 PM Central Time. Finally, if the request does not meet the requirements specified herein, the Government reserves the right to disregard the request.


7. Proposal Due Date: The proposal for this solicitation is due 8 July 2026 @ 01:00 PM Central Time.
