The 700th Contracting Squadron is soliciting a Firm Fixed Price purchase order for the 12-month renewal of Presagis Creator Pro and Terra Vista software licenses, with performance period set from 1 June 2026 to 31 May 2027. This acquisition is being conducted on a brand-name basis under FAR 6.103-1(d) due to the exclusive nature of the software, as no suitable alternatives exist within mandated sources such as the Department of War’s Enterprise Software Initiative or GSA 2GIT contracts; market research confirmed no capable vendors on these preferred pathways, necessitating an open market solicitation posted on SAM.gov. The solicitation number is FA561326Q0035, with responses due by 28 May 2026 and an anticipated award date of 29 May 2026. All offers must be submitted electronically via email to designated points of contact, with no oral quotes permitted, and must originate from entities registered in SAM.gov with valid UEI and CAGE codes. The contract is classified as a commercial item acquisition under FAR Part 12, with pricing to be provided by offerors in response to the Request for Quotes; no estimated contract value is available since pricing fields in the CLIN table are left blank for vendor completion. Performance is to occur in EINSIEDLERHOF-KAISERSLAUTERN, Germany, under FOB Destination terms, with acceptance handled by the Government at DoDAAC F3NF11. Payment will be processed exclusively through the Wide Area WorkFlow system using approved document types such as the Invoice 2-in-1 for services, cost vouchers, or progress payment requests, with no alternative invoicing methods allowed. The contract includes mandatory clauses related to cybersecurity, supply chain integrity, and ethical compliance, including prohibitions on the use of covered telecommunications equipment, procurement from the Xinjiang Uyghur Autonomous Region, safeguarding of covered defense information, whistleblower protections, and anti-trafficking requirements. Cybersecurity obligations under 252.204-7008 and related clauses require contractor systems to meet specified security controls, though no individual personnel security clearances are required. SOLICITATION NOTICE: The 700th Contracting Squadron (700 CONS) intends to award a Firm Fixed Price (FFP) purchase order on a brand name basis to vendors capable of providing the brand name requirement for Presagis Creator Pro and Terra Vista Software License Renewal for a period of 12 months from 01 JUN 2026 - 31 MAY 2026. The anticipated award date is 29 MAY 2026.

In accordance with (IAW) FAR6.103-1(d), Presagis is the only source capable of fulfilling this requirement for this software
license renewal. Although the Department of the Airforce (DAF) is mandated by DAFMAN 17-1203 to procure software from
existing Department of War (DoW) Enterprise Software Initiative (ESI) or GSA 2GIT blanket purchase agreements/contracts,
market resrearch has determined that there are no capable vendors on these mandatory sources that can fulfill this
requirement for the needed software. Therefore an open market solicitation will be posted on SAM.gov.
