SOLICITATON NOTICE: The 700th Contracting Squadron (700 CONS) intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to Global Research Innovation and Technology, Inc. (UEI: EMLVYFALK7J9) who is an authorized reseller as informed by Blank Slate Technologies LLC. This intended contract will cover the procurement of Blank Slate brand web-based pilot knowledge training platform. The anticipated award date is 02 September 2026.


In accordance with (IAW) FAR 6.103-1(d), this is a brand-name procurement where the Blank Slate brand platform is the only platform capable of meeting all technical requirements because it provides a unique combination of capabilities specifically tailored for high-consequence defense environments.

a. Existing Government Investment: Blank Slate is already in use in other F-16 Wings within the U.S. Air Force (20FW at Shaw AFB and 35FW at Misawa AB). Significant F-16 content has already been developed within the Blank Slate platform. Procuring a different knowledge program would require this content to be recreated, resulting in an unacceptable duplication of cost and effort for the Government.

b. Unique Capabilities: The platform's primary focus on cognitive readiness for defense and aviation users, commanderfocused analytics dashboards, and its ability to be hosted in an IL4 environment are key discriminators not found in competitor products.

This notice is not a request for competitive quotes. However interested parties may submit a capability statement upon the referenced deadline within the attached solicitation (FA561326Q0063) demonstrating their ability to provide the requirement described herein. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source action. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the 700 CONS will proceed with the sole source award to Global Research Innovation and Technology, Inc.
