FY27 - Family Re-Entry

Wicomico County is soliciting proposals for the FY27 Family Re-Entry program, a professional services contract aimed at assisting parents and guardians released from incarceration who face mental health or substance use challenges. The selected vendor will provide tailored resources and services to help participants access social services and improve their stability. The program has an estimated total funding ceiling of $60,000 for the contract period beginning July 1, 2026, and through June 30, 2027. Key performance indicators include enrolling up to 75 individuals, delivering specialized treatment, and tracking participant-reported outcomes related to social service access and law enforcement encounters. Proposals must be submitted electronically via the Wicomico County e-Procurement Portal no later than September 2, 2026, at 2:30 p.m. The evaluation process follows a trade-off basis, prioritizing program design (50%), infrastructure (25%), and performance (25%) for a total of 140 possible points. Vendors are required to demonstrate evidence-based service models, race equity efforts, and robust internal controls. Mandatory submission requirements include a project narrative, a budget worksheet in Excel format, performance projections, references, a conflict of interest form, a recent independent audit, and a Maryland SDAT Certificate of Status. Selected contractors must maintain specific insurance coverages, including $1 million in general and professional liability, and will operate as independent contractors subject to County nondiscrimination and record retention policies.
