FY27 - Navigation Services

Wicomico County is soliciting proposals for the FY27 Navigation Services program, a fixed-price service agreement designed to support youth and families at risk of homelessness or housing instability. Selected vendors must be based in Wicomico County and provide in-person services exclusively to county residents. The primary objective is to connect vulnerable populations with essential housing, employment, and social services. Proposals are evaluated using a trade-off methodology rather than a lowest-price approach, with a heavy emphasis on program design (50%), infrastructure (25%), and performance (25%). Key evaluation criteria include the use of evidence-based service models, intentional efforts toward racial equity, and the ability to demonstrate organizational capacity and financial sustainability. Compliance with Maryland state laws, including maintaining a Certificate of Good Standing and meeting specific insurance requirements for general liability, professional liability, automobile, and workers' compensation, is mandatory.
