REQUEST FOR INFORMATION (RFI)
OTS Modular Facility Campus Services 


The 42d Contracting Squadron at Maxwell Air Force Base (AFB), Alabama, is seeking qualified commercial sources capable of developing and executing turnkey solutions for a Modular Facility Campus in support of the Officer Training School (OTS).


This requirement is strictly a performance-based commercial service, not a commodity purchase, lease-to-own, or capital equipment lease. The Government will neither purchase nor take title to the physical structures. The contractor will provide a complete turnkey facility capability under a Contractor-Owned, Contractor-Operated (COCO) / Facility-as-a-Service (FaaS) model, retaining complete ownership, risk, sustainment, preventative/corrective maintenance, code compliance, and operational responsibility for all modular units, physical assets, interior fixtures, and supporting systems across the entire period of performance.


The anticipated period of performance consists of a Base Year (inclusive of a dedicated Mobilization Phase followed by full operational sustainment), four (4) One-Year Option Periods, and a final Demobilization and Site Restoration Period.


CRITICAL MILESTONE: The mobilization phase must culminate in all modular facilities being fully installed, inspected, certified, and 100% operational not later than 1 August 2027 to support the initial wave of OTS academic classes.
