The solicitation, identified as 0540-27-0013, will be posted on June 24, 2026, and proposals are due by July 27, 2026. Contractors must provide services within the designated catchment area, specifically serving Grayson County, Texas, and must operate from a facility that is available for use and compliant with all applicable federal, state, and local health, safety, and fire codes. Services include substance use assessments, individual, group, and family counseling, case management, recovery support, and associated monitoring activities such as drug testing via urinalysis, sweat patch, or breathalyzer, all required to be documented using specific templates provided in the solicitation. Proposals must demonstrate that services will be delivered by qualified, licensed professionals meeting defined educational and experiential standards and that pricing will be no higher than the offeror’s most favored customer rate for comparable services under similar conditions. The award will be made using the Lowest Price Technically Acceptable (LPTA) method, with technical acceptability determined by a pass/fail standard based on compliance with mandatory requirements including staffing qualifications, facility readiness, service delivery protocols, and documented compliance with judicial reporting forms such as Probation Form 45, DSM, ICD, PCRA, and PTRA. Offerors must be registered in SAM.gov with a valid UEI and must submit documentation including staff qualification statements, sample program plans, monthly sign-in logs, testing logs, invoice templates, and certifications of compliance. Invoices must follow the prescribed Administrative Office of the U.S. Courts treatment services template and be mailed to the address specified in Block 7 of the SF 33 form. Financial tracking will use project codes (e.g., 2010, 2011, 2020, 2030), which estimate monthly service volumes increasing annually for each service line, though no fixed prices or contract value are stated at award. The government will inspect services at the vendor’s performance site and has authority to terminate for unsatisfactory performance.
