AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to establish Blanket Purchase Agreements for substance use treatment services targeting federal defendants and individuals under supervision, with the base period running from October 1, 2026, through September 30, 2027. The government retains the unilateral option to extend the agreement for up to four additional one-year periods, for a total maximum duration of five years, under Clause 2-90D, with mandatory notice requirements of at least 60 days for preliminary notice and no later than 30 days prior to expiration for final notice. Services include substance use assessments, individual, group, and family counseling, performed by licensed and qualified professionals who meet specific educational, experiential, and certification requirements. All services must be delivered within the designated catchment area centered on Denton, Texas, and offerors must demonstrate facility availability, compliance with federal, state, and local licensing and safety regulations, and pricing no higher than that offered to their most favored customer under similar terms. Proposals must be submitted electronically by July 27, 2026, to the designated email address, with strict adherence to formatting, including the completion of the AO 367 Solicitation/Offer/Acceptance Form and required attachments covering certifications, staff qualifications, references, and background disclosure. Evaluation follows a Lowest Price Technically Acceptable (LPTA) methodology, where only technically acceptable offers—those passing mandatory pass/fail criteria related to staff credentials, facility readiness, and compliance—are considered, and the award is granted to the lowest-priced qualified vendor, with no more than two vendors selected. Pricing must be detailed through project codes for each service type, with estimated monthly quantities provided as non-binding indicators, while unit prices are entirely the responsibility of the offeror. The contract imposes stringent security and data handling protocols, requiring encryption of sensitive information, strict access controls, mandatory training for all personnel, and mandatory reporting of PII/SPII incidents with potential remediation obligations including 18 months of credit monitoring. Invoicing must be submitted monthly via the AO367 template in Excel format by the 10th of each month, and all subcontracting requires prior written approval, with prime contractors bearing full liability for subcontractor compliance. No packaging, marking, preservation, or barcoding requirements apply, and payment will be processed via Electronic Funds Transfer using SAM-registered information.
