FY27 Treatment Services: Eastern District of Texas

The United States Probation and Pretrial Services Office for the Eastern District of Texas is soliciting Blanket Purchase Agreements to procure substance use treatment and urine collection services for federal defendants and persons under supervision, with performance centered in Lufkin, Texas. The agreements will initially cover the period from October 1, 2026, through September 30, 2027, with an option for the government to unilaterally extend the term for up to four additional one-year intervals under Clause 2-90D. Services required include substance use assessments, individual and group counseling, case management, and urine collection, testing, and reporting, all delivered through accredited facilities within the designated catchment area. Proposals must be submitted by July 27, 2026, via email to the designated contact, with the solicitation number clearly referenced in the subject line, and must demonstrate technical acceptability through certifications of compliance, qualified staff, facility availability, and adherence to federal, state, and local regulations. Pricing must be at or below the offeror’s most favored customer rate under comparable conditions. Selection will follow a Lowest Price Technically Acceptable methodology, where only technically compliant offers are considered, and the award is based solely on the lowest price. Offerors must register and maintain a valid Unique Entity Identifier in SAM.gov, provide detailed staff qualifications, and comply with strict security protocols including encryption of personally identifiable information, prohibition of PII on mobile devices without approval, and immediate reporting of any data breaches in accordance with NIST SP 800-88 guidelines. All personnel must pass background checks, be free of criminal charges or offender registry listings, and any staff changes must be reported within three business days. Subcontractors are subject to the same compliance obligations as the prime contractor, and failure to meet any requirement may result in immediate contract termination or civil and criminal liability. Invoicing must occur monthly using the prescribed template, submitted electronically, with payment processed through EFT based on SAM.gov records. Performance is monitored through site inspections, documentation reviews, and formal ratings of Satisfactory or Unsatisfactory, with urine specimens required to be collected under strict chain-of-custody protocols and maintained at 90–100°F. All documentation must comply with HIPAA, with treatment plans updated every 90 days and criminal activity reported within 48 hours. No packaging, labeling, or shipment requirements apply as the deliverables are services.
