FY27 - Youth Violence Intervention Program

Wicomico County, through the Local Management Board, is soliciting proposals under solicitation number 2027-RFP-013 for the FY27 Youth Violence Intervention Program. The program aims to provide education, deterrence efforts, and direct mentoring to at least 75 high-risk youth aged 12 to 24 who meet specific criteria such as gang affiliation, justice system involvement, or chronic absenteeism. The period of performance is from July 1, 2026, to June 30, 2027, with an estimated total award amount of 60,000 dollars. The scope of work requires the implementation of conflict mediation workshops, life skills and anger management group sessions, and the establishment of partnerships with law enforcement, public schools, and juvenile services. All services must be evidence-based, incorporate trauma-informed care, and include intentional efforts to address race equity. Proposals are due by September 3, 2026, at 2:30 pm via the county's e-Procurement Portal. Evaluation is based on a points-based system focusing on infrastructure, including program experience and internal controls, and performance, including the reasonableness of projections and budget alignment. Selected vendors must maintain comprehensive insurance, including commercial general liability, professional liability, automobile, and workers compensation. Administrative requirements include monthly financial reports, quarterly performance reports, and quarterly site visits. Vendors must be in good standing with the State of Maryland and provide a recent independent audit as part of their submission.
