The Immigration and Naturalization Service (INS) plans to negotiate a sole-source, non-competitive contract with Wackenhut Corrections Corporation (WCC) for the operation of a Contractor Owned and Contractor Operated (COCO) detention facility in Aurora, Colorado. The facility will house approximately 340 detainees, including 310 adult males and 30 adult females, some with significant criminal backgrounds. Located about 12 miles from Denver International Airport, the facility must be fully managed by the contractor, who will supply all necessary labor, supervision, equipment, and services to maintain and operate the detention center in compliance with American Correctional Association standards. The contract will be a firm fixed price with a potential three-year term divided into a one-year base period, a one-year option, and two six-month option periods, with an additional six-month extension possible. While the INS has expressed intent to award the contract on a sole-source basis to WCC, other interested parties capable of providing the required services are encouraged to submit relevant information within 15 days of the notice to the INS Administrative Center in Dallas. This submission will assist the government in determining whether to pursue a competitive procurement. No formal solicitation documents will be provided, and the ultimate decision to proceed without competition rests solely with the government.
