G004--New Transitional Housing ContractThe Department of Veterans Affairs, through the Network Contracting Office 6 in Hampton, Virginia, is seeking qualified vendors to provide transitional housing services for Veterans under solicitation number 36C24626Q0385, titled G004—New Transitional Housing Contract. This initiative targets Veterans served by the Durham VA Medical Center and affiliated Community Based Outpatient Centers in Raleigh and Clayton, requiring the contractor to operate a facility located within the Durham community and within a 50-mile radius of the Durham VA Medical Center or a 25-mile radius of the Raleigh and Clayton CBOCs. The scope includes furnishing comprehensive transitional housing with daily preparation of three balanced meals and snacks, provision of personal hygiene items and first aid supplies, and locked storage as needed, all aimed at helping Veterans transition to permanent housing. The contractor must also ensure compliance with VA security standards and state and local safety codes as outlined in 38 CFR Section 17.53b, and must demonstrate direct site control without using subcontracting to circumvent this requirement. The estimated contract value is $19 million, classified under NAICS code 623220 for residential care facilities. Responses are being solicited as part of a market research effort with an intent to sole source, meaning the government is evaluating potential sources before deciding whether to proceed with a sole-source award. All respondents must identify their business size as small or large and specify any applicable socioeconomic classifications including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or other small business categories. Each submission must include a capabilities statement, a brief description of qualifications, and sufficient supporting evidence demonstrating the ability to comply with all requirements and be an approved facility. Proposals must be submitted in writing via email to Contracting Officer Byron Brown at Byron.Brown4@va.gov by 3:00 PM Eastern Time on May 15, 2026, with the subject line clearly marked as “Transitional Housing Services.” No telephone inquiries are permitted. Failure to maintain continuous operation of the transitional housing program may result in an unfavorable performance evaluation and potential contract termination. The contracting office has not yet defined delivery schedules, payment terms, evaluation factors, or detailed pricing structures, as this remains in the pre-solicitation phase and no formal contract clauses or attachments have been issued.
