RFP - Homeless-Related Services for Harris County Housing and Community Development
Solicitation # 26/0172
Harris County Housing and Community Development is soliciting proposals for homeless-related services to establish a qualified provider pool aligned with the Harris County Strategic Plan. The objective is to centralize services into a flexible, performance-driven structure, with a focus on housing services such as Permanent Supportive Housing and Rapid Rehousing. Evaluation is based on a 95-point scale covering price and performance, with an additional five points available through a short-list interview process. Key requirements include the submission of Form 1295, compliance with Harris County minimum wage policies, and the provision of a payment bond if the contract exceeds 25,000 dollars and subcontractors are used. Vendors must operate as independent contractors and maintain records within Harris County or make them available within 24 hours of a request.
