The item must be shipped FOB destination to the USS MONTPELIER SSN 765 at FPO AE 09578, with inspection and acceptance occurring at the point of delivery. Packaging and preservation must strictly adhere to MIL-STD-2073-1E, with specific codes applied for preservation method, wrapping, unit and intermediate containers, and packaging code. Marking is governed by MIL-STD-129, requiring the special code “-05” to denote the item as a delicate instrument, and prohibiting the use of mercury or mercury compounds in any phase of preservation, packaging, or labeling. Shipping must occur via the fastest traceable means under RDD 777, and parcel post is explicitly forbidden. The contract enforces a zero-defect sampling standard under MIL-STD-1916 or an equivalent, where all inspected units must meet the highest quality thresholds with no non-conformances tolerated unless otherwise permitted. The contract incorporates extensive technical, quality, and compliance requirements through referenced DLA master documents, including tailored higher-level quality provisions for both manufacturers and non-manufacturers, and applies mandatory Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses covering cybersecurity, safeguarding controlled information, subcontracting, changes, inspection, default, payment, and compliance with NIST SP 800-171 standards. Hazardous material handling is strictly regulated under DFARS clauses requiring labeling per OSHA standards and submission of material safety data sheets. Ocean transport, if applicable, must use U.S.-flag vessels unless a waiver is obtained in writing at least 45 days prior to shipment. The contract mandates compliance with cybersecurity incident reporting, whistleblower protections, trafficking in persons prohibitions, employment eligibility verification, sustainable procurement practices, and prohibition of mercury in all non-exempt functional applications. All proposals must be submitted electronically via the DIBBS portal by May 26, 2026, and offerors must provide valid UEI and CAGE codes, and accurately represent their small business status, with no contract value or unit price disclosed in the solicitation.
