GAGE, PRESSURE, DIAL INDICATING

This contract is for the procurement of seven dial-indicating pressure gauges, identified by NSN 6685-01-642-6717 and part number 90-900-1050, classified as a commercial off-the-shelf (COTS) item with critical application status. The item must conform to strict technical and quality requirements referenced from the DLA Master List of Technical and Quality Requirements, including physical identification of bare items and adherence to DLA packaging standards RP001 and MIL-STD-2073-1E. Mercury and mercury-containing compounds are strictly prohibited in all aspects of the item, including internal components, preservation, packaging, and marking, with exceptions limited to functional uses in specific instruments already approved by NAVSEA, which must include a secondary containment barrier. All packaging and marking must comply with MIL-STD-129, including the application of special marking code 05 indicating “Delicate instrument,” and barcoding must support automated identification systems. Delivery is required FOB origin with a 155-day ADO timeline, to be shipped to the DDSP New Cumberland facility in Pennsylvania, and inspection and acceptance will occur at the destination. Payment must be processed through the Wide Area WorkFlow (WAWF) system using electronic invoicing as required by DFARS, with a fixed unit price of $7.00 per unit totaling $49.00. The contract enforces cybersecurity compliance under NIST SP 800-171, mandates reporting of cyber incidents, and prohibits the use of covered telecommunications equipment from listed foreign entities under NDAA Section 889. The contracting officer has indicated use of FAR 52.216-1 Alternate I, indicating a fixed-price type contract, and the solicitation has been issued under simplified acquisition procedures governed by FAR 52.213-4. Offerors must be registered in SAM, provide their UEI and CAGE code, and comply with representations regarding small business status, socioeconomic categories, and contractor employee rights under whistleblower and trafficking-in-persons statutes.
