Delivery is required within 171 days after award, with an original scheduled delivery date of January 24, 2027, and no variance is permitted in quantity. All items must comply with stringent military and logistical standards, including MIL-STD-2073-1E for packaging and preservation, MIL-STD-129 for marking and barcoding, and DLA’s RP001 packaging requirements. Specific packaging instructions include a packaging code U, unit container D3, intermediate container E5 with an unspecified quantity labeled AAA, and mail interface M, with heavy cushioning required. Marking must include special code 05 indicating the item is a delicate instrument. Mercury or mercury compounds are strictly prohibited in any part of the product, preservation, packaging, or marking processes, with limited exceptions only for functional uses such as batteries, fluorescent lamps, instruments, sensors, weapon systems, or chemical reagents specified by NAVSEA, all of which must include a secondary containment boundary and be shockproof per NAVSEA 5100-003D. Sampling for inspection will follow MIL-STD-1916 or ASQ H1331, Table 1, with zero nonconformances required unless otherwise specified, and quality attributes are assigned verification levels VII for critical, IV for major, and II for minor characteristics. Inspection and acceptance are conducted at the destination by the government. The contractor must ensure all government identification is removed from non-accepted supplies and must submit any configuration changes via formal variance or waiver requests. All shipments must comply with hazardous material labeling standards per 29 CFR 1910.1200 and MIL-STD-129, and ocean transportation requires U.S.-flag vessels unless a waiver is secured 45 days in advance. Invoicing must be processed electronically through WAWF. Contract clauses incorporate mandatory federal and defense regulations including equal opportunity, combating trafficking, employment eligibility verification, sustainable products, hazard communication, and NIST SP 800-171
