SAFE STREETS 4 ALL SAFETY ACTION PLAN STUDY
Solicitation # 26-082Q
The City of Boynton Beach is soliciting qualification packages for a professional consultant to develop a federally compliant Safety Action Plan (SAP) under RFQ No. 26-082Q. The primary objective of the project is to reduce traffic crashes and injuries by establishing standards for speed reduction, traffic calming, and updated traffic ordinances, while specifically assessing underserved communities to improve multi-modal transportation access to main corridors. This initiative is partially funded by the U.S. Department of Transportation Federal Highway Administration Safe Streets and Roads for All (SS4A) Grant Program and is conducted in accordance with the Consultants’ Competitive Negotiation Act (CCNA) Section 287.055, Florida Statutes. The scope of work requires the consultant to perform crash analysis, gather community input, and deliver a phased implementation plan, a quick-build safety program framework, a performance monitoring framework, and a comprehensive funding strategy memorandum. Key deliverables must be completed by the eleventh month, including a concise executive summary for the City Commission. Selection is based on responsibility and responsiveness, with a focus on personnel capabilities and past experience rather than price alone. The project adheres to strict federal and state regulations, including 2 CFR Part 200, Title VI of the Civil Rights Act, and the Americans with Disabilities Act. Submission requirements include a detailed qualification package consisting of a Letter of Interest, SF330, financial statements, and various notarized federal grant forms. A non-mandatory pre-qualification conference is scheduled for October 26, 2026, and the final response deadline is November 17, 2026. The contract imposes a cone of silence from the submission deadline until the final award. Payment terms are set at 45 days from receipt of a proper invoice, and the City encourages the active participation of minority, women-owned, and labor surplus area firms.
