Gantry System

The Department of National Defence is soliciting proposals for a custom-designed, vertically mounted 2D Gantry System to be installed at the Defence Research and Development Canada Ottawa Research Centre. The system will precisely position RF antennas within a climate-controlled test chamber and must be structurally capable of enduring repeated use and extended periods of inactivity, with secure attachment to the chamber’s walls, ceiling, and floor. The contract period is fourteen months from award, with all deliverables required to be ready for shipment no later than twelve months after award and final acceptance scheduled for the same timeframe. Delivery is FCA (Free Carrier) at the contractor’s facility under Incoterms 2020, with responsibility transferring to the Government upon handing over to the carrier designated by DND. The required deliverables include a fully installed, tested, and operational system compliant with technical drawings and specifications in Annex A, adhering to the Canadian Electrical Code and internal DRDC standards. The evaluation is based on a Lowest Price Technically Acceptable methodology, where offers must meet all mandatory technical criteria to be considered—specifically demonstrated design and testing processes for gantry systems and delivery or support experience within the past fifteen years. Offers are subject to rejection for bankruptcy, improper conduct, poor past performance, or failure to make required representations. Security requirements are stringent, mandating a SECRET-level Facility Security Clearance and individual SECRET clearances for all personnel accessing the site, with compliance governed by the Contract Security Manual and Security Requirements Check List. Contractors must submit a completed Application for Registration form and ensure subcontractors receive prior written approval from the Contract Security Program. All materials must be new and conform to the latest specifications effective at the proposal deadline. Proposals must be submitted electronically via CPC Connect by 2:00 PM EDT on May 25, 2026, and must include separate technical and financial volumes with the mandatory Offeror Declaration Form. Payment will be based on milestones outlined in Annex B, using PWGSC-TPSGC 1111 invoices, with remittance through direct deposit, EDI, wire transfer, or credit card. The Contracting Authority is Ryan Wong, and all administrative roles including the Contracting Officer’s Representative remain to be defined at award. No contract value is specified, as pricing information is left for offerors to complete.
