THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT 18 April 2023. AND WILL CLOSE ON OR ABOUT 18 May 2023. PROJECT DESCRIPTION: The purpose of this contract is to repair damaged campground loop and provide restrooms at Upper San Juan Campground, Trabuco Ranger District (TRD), in Riverside County on the Cleveland National Forest. This contract provides for the equipment, labor, materials, services and permits necessary to perform work ordered by the Government, in compliance with its terms, specifications, drawings and provisions to replace collapsed culverts, rebuild the road at culvert location to original design; furnish and install two, 2-unit CXT vault toilet buildings or approved equal. The contractor is responsible for placement of building order, all site preparation, clearing and grubbing, earthwork, and coordination of delivery, vault toilet building installation and construction of concrete accessible walkways and vehicular barriers (steel bollards). Option items: Replace existing multi plate culvert north of campground; recondition campground loop and campground spurs, add Caltrans AB Class 2 aggregate base 1-1/2 in. max followed by HMA CalTrans 1/2 in. max. type A, PG 64-10 (PG 64 - 16 acceptable), and provide in-kind pavement marking. PROJECT LOCATION: Google maps search address: 32405 ca-74, Lake Elsinore, ca 92530 East side: from CA 74 intersection with Grand Ave, Lake Elsinore, head southwest on CA-74 for 9.6 mi., destination is on the right. West side: from ca 74 intersection with i-5 San Juan Capistrano, head east on ca-74 for 18.6 mi., destination is on the left. Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract. Both performance and payment bonds will be required for this project as well as a bid guarantee. In accordance with FAR 36.204 the estimated magnitude of construction is between $500,000 and $1,000,000. This procurement will be solicited using North American Industry Classification System NAICS 237990 with size standard $45 mil. This project is set aside 100% Total Small Business. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
