The U.S. Department of State, through the U.S. Embassy Singapore, is soliciting firm-fixed-price gardening services for the Chancery, CMR, and DCR locations, totaling approximately 6.8 acres. The contract structure consists of a 12-month base period with four one-year renewal options and a final six-month extension, for a total potential performance period of five years and six months. The selected contractor is responsible for providing all necessary supplies, materials, and equipment, including lawn mowers, fertilizers, and replacement plants, while the government provides water, electrical power, and limited storage space. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology, where proposals are first screened for compliance and technical acceptability—including past performance and experience—before the lowest priced responsible offeror is selected. Key deliverables include a Grounds Maintenance Plan, a Transition Plan, and regular quality control reports. Performance is monitored via a Quality Assurance and Surveillance Plan, with a specific threshold of no more than one customer complaint per month. Contractors must adhere to strict safety and labor standards, including EM 385-1 or OSHA regulations, and provide proof of general liability and Defense Base Act insurance. Compliance with various Federal Acquisition Regulation clauses is required, specifically those regarding the prohibition of ByteDance-covered applications, anti-trafficking in persons, and supply chain security. Invoices must be submitted to the Embassy's Financial Management Office with GST listed as a separate line item.
