The contract issued by the United States Coast Guard Surface Forces Logistics Center seeks quotations for fifteen units of the A-X5000 model gas monitor manufactured by MSA The Safety Company. The gas monitor is designed for hydrogen sulfide (H2S) detection, with a measurement range of 0 to 100 parts per million, featuring analog output, relays, an organic LED display, and a touch button interface. The equipment must meet specific packaging and marking standards, including individual packaging according to MIL-STD-2073-1E, with cushioning in ASTM-D5118 heavy-duty double-wall fiberboard boxes to prevent damage during transit. Marking must comply with MIL-STD-129R and ISO/IEC-16388-2007 bar-coding standards, ensuring traceability and proper identification upon delivery. The procurement emphasizes the importance of authenticity, requiring vendors to provide verification of authorized distribution from the OEM and to supply genuine OEM parts. This solicitation is conducted under simplified acquisition procedures, with a focus on a non-competitive, sole-source award to MSA or its authorized distributors, given the specialized nature of the equipment. The NAICS code is 335519, with a business size standard of 600 employees. Offerors must be registered in the System for Award Management (SAM) and possess valid DUNS and Tax Identification Numbers. The deadline for submission is January 22, 2025, at 10:00 am EST. The contract will be awarded on a firm-fixed-price basis to the lowest technically acceptable responsible offeror. The solicitation includes various FAR clauses related to representations, certifications, and compliance with federal regulations, as well as specific clauses addressing foreign entity status, anti-corruption, and small business considerations. The process encourages responsible sources with the capability to meet the detailed packaging, marking, and verification requirements to submit their proposals within the specified timeframe.
