AI Contract Overview
Solicitation SPE7L3-26-T-290B is a request for quotations issued by the Department of Defense, specifically DLA Land and Maritime, for the procurement of gaskets identified by NSN 5330-01-689-1061. The requirement is for 2,000 units to be delivered to the Fleet Readiness Center in Lemoore, California, with a delivery lead time of five days after order. The procurement is conducted under full and open competition, with a response deadline of October 8, 2026, via the DIBBS portal. Award may be automated, and a price evaluation preference is available for certified HUBZone small business concerns. The contract imposes strict technical and material requirements, including a prohibition on the use of asbestos, class I ozone depleting chemicals, and the intentional addition of mercury. Items must be produced in accordance with reference drawing 30003 4129AS0101 and packaged in medium duty, waterproof, greaseproof, opaque bags per MIL-DTL-117 to prevent deterioration from ultraviolet rays. All shipments must comply with MIL-STD-129 marking standards and RP001 packaging requirements. Additionally, the item contains technical data subject to ITAR or EAR export controls, requiring contractors to have approved JCP certification and specific DLA authorization to access the data. Administrative requirements include the use of Wide Area Workflow for invoicing and payment. The contract incorporates various FAR and DFARS clauses, including the Buy American Act and the Berry Amendment, requiring disclosure of any non-domestic materials. Inspection and acceptance will occur at the destination. Offerors are cautioned that the government will not evaluate items produced via additive manufacturing unless specifically authorized, and failure to provide a Safety Data Sheet for hazardous materials may render an offeror ineligible for award.
