AI Contract Overview
The contract pertains to the procurement of a gasket forming compound identified by NSN 8030015171616 and commercial part numbers 4KM17 and P/N 2087069, supplied in tubes of 250 milliliters each. It is classified as a commercial off-the-shelf item with a mandatory Type I shelf life of 12 months that is non-extendable, requiring special marking code 32 to indicate this limitation. The product must comply with stringent packaging standards per MIL-STD-2073-1E and MIL-STD-129, including specific handling, storage, and marking protocols. Hazardous materials requirements mandate adherence to OSHA’s Hazard Communication Standard, including approved Safety Data Sheets and labels reviewed and submitted to DLA Aviation HMIRS prior to award. The compound must be free of intentional mercury or mercury-containing substances, except under limited functional uses defined by NAVSEA, and any mercury-containing portable items must include double containment and be shockproof as per NAVSEA 5100-003D. Storage must be maintained between 46°F and 70°F in unopened containers. Delivery is mandated to be FOB destination within five days, with no tolerance for quantity variance. Inspection and acceptance occur at the destination, and sampling must comply with MIL-STD-1916 or ASQ H1331, applying zero defect acceptance criteria except where otherwise specified. Packaging and shipping follow DLA’s RP001 and IP025 requirements for hazardous materials, with palletization and unit containment strictly controlled. Two delivery addresses are specified: one in Camp Carroll, Korea, for Northeast Asia operations, and another in Jacksonville, Florida, for Maritime Prepositioning Force use, both requiring traceable freight methods and prohibiting parcel post. The contract includes two CLINs with identical product specifications but differing purchase request numbers and delivery dates—March 24 and March 26, 2026—and requires the supplier to provide documentation for government use, including shipping identifiers and logistics codes. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements referenced in the solicitation.
