The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The required Simulations Plus, Inc., license shall be a continuation of usage for the software required for the existing GastroPlus. All modules are to be provided for accurate and precise results of maintaining the integrity of the ongoing research. USAMRICD cannot deviate from continued use of the Simulations Plus, Inc., license, software without violating research protocols and the ability to be software standardization in stimulating the physiology of humans and research for species of mice, rats, cats, dogs, and non-human primates. Allowing the experiments to be in silico for in vitro or in vivo stages for stimulates of intravenous, oral, inhalation, dermal/subcutaneous, and intramuscular absorption, pharmacokinetics, and pharmacodynamics in animals. Information to Industry: This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within ten (10 days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
