Gatesville ISD Primary Campus Fire Alarm System

Gatesville ISD is seeking qualified fire alarm contractors to design, install, test, and commission a complete, fully addressable fire alarm and voice evacuation system at its Primary Campus, which currently lacks any existing fire alarm infrastructure. The project requires all labor, materials, equipment, programming, training, and final documentation necessary to deliver a code-compliant system meeting NFPA standards, local regulations, and Authority Having Jurisdiction requirements. The scope includes fire alarm control panels, remote annunciators, initiating devices, notification appliances, voice evacuation components, and associated wiring, with bidders free to propose manufacturer-specific components as long as they satisfy performance and compliance criteria. An optional bid provision exists for a Bi-Directional Amplifier survey if mandated by the AHJ. All work must result in a fully operational system certified through testing and commissioning, with the District reserving the right to reject noncompliant bids or terminate the contract immediately for failure to meet schedules, specifications, or performance expectations. Proposals must be submitted by June 5, 2026, to the Gatesville ISD Administration Office, and must include a comprehensive set of mandatory forms such as the Proposer Information Response Form, Deviation/Compliance Signature Form, Resident/Nonresident Certification, Anti-Collusion Statement, Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), Model SB 9 Criminal History Certification, Felony Conviction Notice, and House Bill 89 Verification Form. Contractors must also provide an IRS Form W-9, affirm compliance with Texas laws prohibiting boycotts of Israel, certify no ties to Foreign Terrorist Organizations, and verify that all employees have undergone required criminal background checks through the Texas Department of Public Safety. Bids will be evaluated as “most advantageous” based on multiple weighted factors including price, vendor location, reputation, quality of goods and services, ability to meet district needs, past performance, compliance with RFP requirements, impact on historically underutilized businesses, project schedule, warranty terms, and other relevant considerations—not on low price alone. The District may issue a split award. Items must be shipped F.O.B. Destination, with freight included in unit prices, and invoices must be itemized, match purchase orders and quotes, and include original receipts. Payment will be made within 30 days of invoice receipt, contingent on delivery to the correct location, receipt of new and conforming materials, and correct documentation.
