All packaging must follow commercial standards consistent with the procurement document, using sealed unit containers and suitable exterior shipping containers to ensure safe, low-cost delivery via common carrier to Joint Base Lewis McChord, WA, with export packaging as needed. Labeling must strictly adhere to Medical Marking Standard No. 1, which replaces MIL-STD-129 for all medical acquisitions, and must include the lot number and manufacturing date prefixed with “MFD.” Packaging data must comply with MIL-STD-2073-1E, with specific parameters such as preservation method, wrap material, and cushioning to be defined by the contractor based on product needs. The contract is subject to simplified acquisition procedures under a firm-fixed-price structure, with delivery required within five days of order receipt and FOB destination terms applying. Invoicing must be submitted electronically through WAWF, and the contractor is required to comply with all applicable DFARS clauses, including safeguarding defense information, cyber incident reporting, prohibitions on covered telecommunications equipment, and NIST SP 800-171 assessment requirements. The contract incorporates technical and quality requirements from the DLA Master List, and the contractor must affirm representations related to entity identification, small business status, and compliance with federal regulations including SAM registration.
