AI Contract Overview
The contract specifies the procurement of 5 units of sterile, Z-folded medical packing gauze, identified by NSN 6510-01-695-5824, for use in wound packing, hemostatic agent backing, compression bandaging, and minor wound care. Each unit is a 3-inch by 5-yard, 1-ply white gauze strip with an embedded X-ray detectable line, designed for controlled application as a complete unit or in continuous linear feed. The product must be packaged in commercial-grade, sealed unit containers that protect against damage or breakage and be shipped in suitable commercial exterior containers to ensure safe delivery by common carrier to FPO, zip 96694, with delivery required within 20 days of contract award, targeting a June 2, 2026, delivery date. All units must be vacuum-sealed for low cube space and durability, with a mandatory 60-month shelf life, no more than nine months of which may have elapsed from the date of manufacture to the date of delivery. Packaging and marking must strictly adhere to Medical Marking Standard No. 1, which supersedes MIL-STD-129, and each container must be marked with the lot or control number and the date of manufacture prefixed by “MFD.” The contract incorporates technical and quality requirements from the DLA Master List of Technical and Quality Requirements, and all supplies must comply with the Berry Amendment and Buy American Act, ensuring domestic sourcing where applicable. The contractor is obligated to comply with federal regulations including NIST SP 800-171 cybersecurity requirements, prohibitions on requiring internal confidentiality agreements, whistleblower rights notifications, and combating trafficking in persons. Payment and invoicing must be processed through the Wide Area Workflow system, requiring both an invoice and receiving report per fixed-price line item. The solicitation, issued under NAICS code 322291 with a response deadline of June 8, 2026, utilizes HUBZone price evaluation preference for award and is not a small business set-aside. Delivery is FOB destination, and inspection and acceptance occur at the point of delivery. Offerors must maintain accurate representations in the System for Award Management, including small business certifications, and comply with hazardous material safety protocols. Technical data can be accessed via DLA portals, disputes submitted to DLA Customer Service, and quotations must be uploaded exclusively through the DLA Internet Bid Board System,
