The Armament Directorate's Direct Attack Division, Foreign Military Sales Program Office intends to negotiate a firm-fixed-price, sole source contract with Raytheon Company for the procurement of 340 GBU-58 Paveway II munitions. This action is being conducted under the authority of FAR 6.302-1, as Raytheon is identified as the only responsible source capable of satisfying the agency requirements. The procurement is tied to an approved Foreign Military Sales Letter of Offer and Acceptance case, with an estimated delivery completion date of December 31, 2016. While the government intends to negotiate exclusively with one source, other responsible sources may submit capability statements or proposals demonstrating their ability to provide the munitions without causing substantial cost duplication or schedule delays. The process includes the appointment of an Ombudsman to handle contractor concerns and disagreements. Administrative inquiries are directed to the contracting officer, and the action is managed by the Department of Defense through the AFLCMC EBDM office located at Eglin Air Force Base.
