GEORGE COUNTY, MISSISSIPPI   BIDDERS INFORMATION   Annual Bid – Cold Milling   For the Department of Purchasing George County Board of Supervisors   BID FILE #27-022-06

        NOTICE TO BIDDERS   The George County Board of Supervisors is requesting sealed bids for Cold Milling.   This agreement shall be in effect from January 1st, 2027, through December 31st, 2027 unless terminated earlier in accordance with the provisions herein. This contract may be cancelled by either party with 30 days written notice. Award may be by line item or the overall low bidder.  The Board reserves the right to award in the best interest of the county.   General Requirements: Contractor must furnish Labor, milling equipment, trucks, and clean up equipment for all contracts issued. All milled materials salvaged become property of the county and shall be hauled to a storage area designated by the county, unless specifically stated on the contract (purchase order) issued or indicated by the supervisor or their representative of the district the contract is being performed.  COLD MILLING Description:  This work consists of removal of pavement materials from the roadways, parking areas, and shoulders by the means of cold milling to the designated depth(s) and dimensions indicated on the contract and/or as directed by the Supervisor or their subordinate.  The contractor shall be required to cleanup and haul milled materials to an area designated by the county unless the materials is to be retained by the contractor with permission from the county.  The milled surface shall provide a desirable surface free from gouges, continuous grooves, ridges, oil film, and other imperfections of workmanship and shall have a uniform appearance.   CONSTRUCTION REQUIREMENTS Equipment:  The equipment to be used for this work shall be a self-propelled milling machine capable of removing a minimum width of four (4) feet in a single pass, except for short tie-ins and small “hard to reach” areas in which a “Milling Head” on a skid steer or similar piece of equipment may be used.   The equipment shall have sufficient power, traction, and stability to remove material and maintain an accurate grade and cross slope.  The equipment shall be capable of accurately and automatically establishing profile grades along each edge of the machine by referencing from the existing pavement with means of an approved profile averaging device with extreme contact points with surface at least 30 feet apart, or from an independent grade line and shall have an automatic system for controlling cross slope. The machine shall be equipped with an integral loading and reclaiming means to immediately remove material being cut from the surface and discharge the cuttings into a truck or windrow, all in one operation. Adequate back-up equipment, such as mechanical sweepers, loaders, water truck, etc., and personnel shall be provided to ensure that all cuttings are removed immediately behind the milling machine.   Construction Methods:  The pavement and shoulder materials shall be removed to the depth, width, grade, and cross section shown on the plans or as directed by the Supervisor or their representative. The number of passes necessary to accomplish the work required herein, and on the plans, shall be determined by the Contractor. The surface of the pavement and shoulders, after milling, shall be reasonably smooth and true to the established line, grade, and cross section.  Areas damaged by the Contractors’ operations shall be corrected and /or repaired as directed by the Supervisor or their representative, at no additional costs to the County. The Contractor shall take necessary action to prevent or minimize the ponding of water on the milled roadway and shoulder. Where traffic is required to be maintained adjacent to the milled area, no more than a 2%-inch differential in grade between the milled area and the adjacent surface will be allowed, unless a positive separation in accordance with the plans and specifications is established between the traffic and milled area. A longitudinal pavement edge that traffic is expected to move across should have an elevation difference of no more than 2 -1/4”.  If the pavement edge is more than 1-1/2” and less than or equal to 2-1/4”, uneven pavement signs will be required as shown in the plans, or contract documents.  If the pavement edge is less than or equal to one inch, no uneven pavement signs will be required.  Transverse pavement joints shall be sufficiently tapered to allow for the safe movement of traffic. When traffic is required to be maintained adjacent to milled shoulders, traffic control devices shall be placed in accordance with the requirements of the plans, or as directed by the Supervisor or their representative.   Method of Measurement:  Cold Milling of pavement, 0” to 4” will be measured by the square yard as indicated in the contract.  Loading, hauling, and disposal will not be measured for separate payment.   Basis of Payment:  Cold milling of pavement 0” to 4” measured as prescribed above, will be paid for at the contract unit price per square yard, as indicated, which price shall be full compensation for completing the work. NOTE: The depth of milling will be 0” to 4” and will be specified by the supervisor or their representative.     Bid Items:   Cold Milling of Pavement with clean up and loaded on contractor trucks – per square yard at 0” to 4” of depth. Milled area between 0 and 1000 square yards.
